Lighter companies get break on hazmat transport rules    The U.S. Pipeline and Hazardous Materials Safety Administration said it would allow shippers of lighters and lighter refills to continue voluntarily compliance with hazmat regulations for truck transportation.
   The agency responded to recent appeals by the Lighter Association, Zippo Manufacturing Co. and Ronson Consumer Products Corp., who referred to the rulemaking as overly rigorous. The trade group and companies noted that they’ve had no safety incidents involving their products in 30 years.
   The PHMSA will continue to allow small quantities of butane (less than four ounces) to be named a “consumer commodity,” which exempts these shipments from certain packaging requirements and, for other than air transport, from shipping paper and labeling requirements.
