Corps of Engineers considers impact of Long Beach Pier S proposal    The U.S. Army Corps of Engineers will conduct an environmental assessment of Southern California’s Port of Long Beach Pier S marine terminal project.
   The proposed Pier S would provide the port with 160 acres of container terminal capacity. The site is located on Terminal Island and was formerly used in oil and gas production from the 1930s to 1999.
   The Corps said the former operator of the site, TCL Corp., disposed oil and gas drilling waste in shallow impoundments or “sumps.” The agency is concerned that remnants of these materials may end up in dredge removed during construction of Pier S.
   The Corps is authorized under the Clear Water Act to approve discharges of dredged or fill materials into water.
