Unloading chassis
      Several carriers have announced plans to stop routinely providing chassis to motor carriers this year:

      ' ACL said it will gradually pull out of the chassis business, with plans to finish the process by the end of this year. Andy Abbott, ACL president and chief executive officer, said the change will be invisible to customer, as the carrier will still arrange shipments for customers on the 60 percent of its cargo that moves under door-to-door bills of lading. But ACL will instead rely on truckers to provide chassis rather than maintaining its own fleet of equipment.
      ' CMA CGM said it will gradually discontinue providing chassis to truckers starting in Mobile, Ala., on Oct. 1. It tentatively plans in November and December to add New York; Philadelphia; Baltimore; Boston; Jacksonville, Fla.; and Charleston, S.C. In the first quarter of 2011, the carrier expects to add Houston, Dallas, Memphis, Nashville, Kansas City, St Louis, Los Angeles-Long Beach, Oakland and Seattle.
      ' NYK said it is no longer providing chassis in Boston, Baltimore, Pittsburgh, Philadelphia and Miami for import and export bills of lading, effective Aug. 1. Motor carriers working directly for NYK Line customer merchant haulage ' where the shipper or consignee arranges transport beyond the port ' should plan accordingly. Effective Sept. 1, the policy is to be extended to Oakland, and 'further extensions of the policy will be announced as the program evolves.'
      ' OOCL, which had announced in March that it was no longer providing chassis in Miami and Boston, said it would implement a similar policy Sept. 1 for imports and exports with Baltimore, Philadelphia and Pittsburgh bills of lading. Motor carriers, either working as suppliers for OOCL or its customers, must provide chassis for these shipments.
      ' Evergreen Line said it would phase out providing chassis for import and export cargo starting Aug. 15 in Boston, and 'gradually expand to other areas within the United States.'
