Transport Canada beefs up security requirements    The government of Canada, through Transport Canada, an agency under Transport Minister Tony Valeri, has strengthened security requirements for ships, marine facilities and ports by establishing marine transportation security regulations.
   The rules, to be published in the Canada Gazette, Part II, on June 2, will implement the International Ship and Port Facility Security (ISPS) Code promulgated by the International Maritime Organization (IMO).
   Transport Canada’s rules apply to all commercial vessels of 500 tons or more, carrying in excess of 12 passengers and traveling between countries, as well as all marine facilities and ports serving such vessels.
   The regulations stipulate the completion of security assessments and security plans, and the designation of security officers.
   Canada’s rules also extend the IMO regulations to cargo vessels of 100 tons or more, other than towing vessels; towing vessels that tow barges carrying certain dangerous cargoes, and the marine facilities and ports serving such vessels.
