Bonner, Jolicoeur discuss border issues    U.S. Customs and Border Protection Commissioner Robert Bonner met for the last time Thursday with his Canadian counterpart Alain Jolicoeur, president of the Canadian Border Services Agency, to discuss cooperative efforts to manage the border between the two countries.
   Last month Bonner said he would retire at the end of November.
   The two sides hold regularly scheduled talks every year to work on ways to improve security and facilitate trade under the Smart Border accord signed in December 2001.
   The customs chiefs met in Washington and publicly reinforced their commitment to the Container Security Initiative under which they swap inspectors to help conduct outbound cargo inspections, and other cross-border security programs that manage the flow of travelers and commercial vehicles.
