Bulk carriers name Lynch to staff

Bulk carriers name Lynch to staff    National Tank Truck Carriers Inc., a trade association representing more than 200 bulk trucking companies, began implementing its succession plan with the naming of Tom Lynch as vice president and general counsel.
   Last year the organization announced that President Cliff Harvison will retire at the end of 2005, after almost 40 years at the NTTC. Vice President John Conley will succeed Harvison and Lynch will fill Conley’s position.
   Lynch previously was legislative director to Rep. Nick Rahall, D-W.Va., who served on the House Transportation and Infrastructure Committee. He worked at the NTTC for five years in the 1990s before joining Allwaste Container Services Inc. and getting his law degree.
