N.Y.-N.J. port authority to add 2nd rail to Port Elizabeth The Port Authority of New York and New Jersey recently approved a proposal to build a second track and widen the bridge to Port Elizabeth, the Newark-Star Ledger reports.
   This update is part of a larger plan by the agency, the 'Express Rail Program,” to invest $530 million to improve rail access to the docks. This particular part of the plan will cost $28.3 million. Spokesman Steve Coleman said the entire program, an overarching effort to improve intermodal transport, would be completed by 2011.
   Port officials say 13 percent of all cargo from Elizabeth is sent by rail and 87 percent by truck. This program is an effort to improve that ratio to 20 percent rail and 80 percent truck, the Newark-Star Ledger reports.
