TWIC card delay in Wilmington

TWIC card delay in Wilmington    U.S. Transportation Security Administration is not issuing Transportation Worker Identification Cards in Wilmington, Del., this week as expected.
   A Port of Wilmington official spokesman confirmed enrollment had not yet begun, but did not know the reason for the delay or how long it would last.
   Her comments were echoed in a report on the Web site for Congressional Quarterly, which quoted Lisa B. Himber, vice president of the Maritime Exchange for the Delaware River and Bay, as saying workers at Delaware’s Port of Wilmington are not being enrolled.
   TSA could not immediately be reached for comment.
   Wilmington was supposed to be the first port to begin enrollment, with others to follow.
   Meanwhile, the Port of Houston Authority said its port commission would consider nearly $5 million in security improvements, including payment of up to $100,000 for TWIC enrollment fees on behalf of its commissioners and commission counsel, employees and certain temporary workers today.
