AST&L STARTS LOGISTICS CERTIFICATION PROGRAMS IN CHINA, SINGAPORE    The American Society of Transportation and Logistics said Tuesday it will launch its professional certification program, Certification in Transportation and Logistics, in Singapore, Hong Kong and other parts of China.
   “Logistics expertise doesn’t recognize borders any more,” said Edward M. Emmett, president of AST&L, which has signed agreements with the Hong Kong Logistics Association and the Supply Chain Management Society.
   The certification program will begin in Singapore in January, and in Hong Kong in May, expanding to the Chinese mainline within three months.
   AST&L expects the Singapore program to expand regionally to Indonesia and Malaysia.
