Most SoCal terminals to resume weekend shift    The organization representing container terminals in the ports of Los Angeles and Long Beach said Wednesday that 11 of the 13 terminals will open a fifth off-peak shift by Sept. 8.
   The organization, PierPass, was initially set up by terminal operators in Southern California to administer the so-called OffPeak program. The program called on PierPass to collect a fee on cargo moving through terminal gates during daytime weekday hours, with the proceeds of the fee going to offset the costs of operating four weekday night shifts and one weekend shift.
   Last year, with container volume through Los Angeles and Long Beach dwindling, the terminals cut back on the weekend shift. But with volume rebounding, most of the terminals will reinstate that shift.
   In addition, PierPass said when a Thursday OffPeak gate is closed for stop work meetings by the longshore union, the terminals will add an extra Friday OffPeak gate the following day.
