“We are pleased to report overall success in achieving our stated goals and objectives — we were able to accomplish most of our goals and exceed several,” said the FMC in its annual performance report to the president and director of the White House Office of Management and Budget.
This is the third progress report generated by the agency since the implementation of the 1998 Ocean Shipping Reform Act. Federal agencies are required to report their annual performance under the Government Performance and Results Act.
The FMC said it was “very active in fiscal year 2002 overseeing the activities of the ocean shipping industry in a manner that facilitated achievement of the new statute’s policy objectives.”
“We paid particular attention to the practices of ocean common carriers under their statutory grant of antitrust immunity, so as to address specific actions or proposals that raised the specter of inequitable trading conditions,” the FMC said.
The agency also focused on compliance of ocean transportation intermediaries with the nation’s shipping regulations, expanded its use of Internet interaction with the industry, and improved the efficiency its internal operations.
