FASTSHIP NEGOTIATES WITH IZAR SHIPYARD FOR TWO VESSELS    FastShip Atlantic, based in Philadelphia, has expressed “an intention to build two 40-knot vessels” at Spain’s Izar shipyard, according to Roland K. Bullard, president and chief executive officer of FastShip.
   Bullard told AS+ on Friday that the company had been “staying out of the limelight” while obtaining additional funding. FastShip also plans to build two vessels at the NASSCO shipyard in San Diego. The company’s pending agreements with the ports of Philadelphia and Cherbourg, France; with Rolls-Royce for a water-jet drive; and with other suppliers, remain in place, he said.
   FastShip’s goal is to develop and implement specially designed container vessels that can cross the North Atlantic at 40 knots an hour, even during winter storms.
