Edmonds reappointed chairman of Houston port    The Harris County Commissioners Court and the Houston City Council on Wednesday jointly reappointed Jim Edmonds as chairman of the Port of Houston Authority Commission.
   Initially appointed to the port commission in October 1996, Edmonds was first appointed chairman in 2000 by the city and the county.
   During his tenure as chairman, the PHA expanded significantly, including the start of construction on the Bayport Container Terminal, which will create berthing space for seven ships and triple capacity to 2.3 million TEUs.
   In 2001, Edmonds led efforts to seek Texas voters’ approval on a state constitutional amendment exempting all green coffee and raw cocoa imports stored in Harris County from ad valorem taxes. The New York Board of Trade granted green coffee exchange port status to PHA in early 2003 and in May, Houston’s port became the world’s top-ranked coffee exchange port based on the number of coffee cargo bags tendered or delivered for exchange.
