Los Angeles port given city service award for environmental plan    The City of Los Angeles Quality and Productivity Commission honored the Port of Los Angeles with a 2007 Quality and Productivity Award for its part in creating the San Pedro Bay Ports Clean Air Action Plan.
   The CAAP is a broad collection of port-developed environmental plans to address port-related impacts on the Southern California area. Developed in conjunction with the neighboring Port of Long Beach, the CAAP was approved by the two ports' governing bodies in November 2006. The two ports have come under severe criticism in recent years over the levels of pollution generated by port-related operations. The two ports are the single largest point source of diesel pollution in the Los Angeles basin.
   The port's award, to be officially presented to port officials later this month, is one of 22 given to various city departments this year.
   A city department, the LAQPC is responsible for improving customer service to the residents of the city.
