Port of New York-New Jersey accelerates rail program    The Port Authority of New York and New Jersey said it will fast-track the completion of 'several critical elements' of its rail program at the Port Newark and Elizabeth, N.J. port authority marine terminals two years sooner than previously projected.
   The port authority's board of commissioners authorized an additional $141 million for the project. The money will allow the completion the final design and construction of a second lead track to ExpressRail Elizabeth, the completion of ExpressRail Elizabeth's on-dock rail terminal — which will ultimately have 18 tracks — and the construction of the ExpressRail Corbin Street rail support facility.
   The Corbin Street facility will provide capacity for the staging, arriving and departure of two-mile-long trains.
   The newly approved work will be completed between 2007 and 2009, the Port Authority said in a statement.
