STB SETS APRIL 5 FOR ORAL ARGUMENTS ON NEW MERGER RULES    The U.S. Surface Transportation Board has scheduled oral arguments on April 5 for comments on its proposed rules that would govern future mergers of Class 1 railroads.
   The STB will hand down final rules by June 11, 2001.
   The oral argument will begin at 10 a.m., in Room 760, at the STB’s headquarters, 1925 K St., N.W. Washington, D.C.
   The board anticipates providing four hours for the session.
   Parties wishing to take part in the session must advise the STB by the close of business Friday. Parties must inform the STB by letter (an original and 25 copies) the issues they will address, the amount of speaking time they will require and the full name and title of the intended speaker. Faxes or e-mails will not be accepted.
