New York DOT seeks input on policy for off-peak delivery times       The Rensselaer Polytechnic Institute has begun a study to help the New York State Department of Transportation determine the feasibility of reducing traffic congestion in New York City by getting trucking companies and their customers to schedule deliveries of supplies during off-peak hours.
   Thousands of trucks each day contribute to already crowded road conditions, and the lack of off-road unloading space means trucks block the way for traffic. The majority of businesses, even those that are open 24 hours per day, accept most of their shipments during normal business hours, said Jeana Nordstrom, a logistics consultant to the school.
   Rensselaer Polytechnic is conducting an online survey to gauge delivery patterns in the city, and whether trucking firms and their customers are willing to cooperate to get goods delivered at night, when traffic is light and truckers can operate more quickly and efficiently.
