Bush names R&D head for DHS

Bush names R&D head for DHS    President Bush this week nominated retired U.S. Navy Rear Adm. Jay M. Cohen to be under secretary for science and technology for the Department of Homeland Security.
   Among his duties will be sponsoring development or radiation portal monitors, antimissile defense for commercial airliners and other technologies that can be used to defend against terrorist attacks.
   Meanwhile, DHS Secretary Michael Chertoff appointed former federal judge and CIA Director William Webster as chairman of the Homeland Security Advisory Council. Webster was vice chairman. James Schlesinger, a member of the committee and former secretary of defense and energy, was named vice chairman.
