U.S. CUSTOMS/INDUSTRY GROUP TO DISCUSS ANTI-TERRORISM ISSUES    The U.S. Treasury Advisory Committee on Commercial Operations of the U.S. Customs Service will discuss the Customs-Trade Partnership Against Terrorism program, the new “24-hour manifest rule” and other current issues at its next meeting in Washington, scheduled for Jan. 24.
   Besides the C-TPAT and the 24-hour manifest rule, the COAC Customs/industry group will cover the following topics:
   * Customs business;
   * Customs’ structure in the new Homeland Security Department;
   * Merchandise processing fees, proper deduction of freight and other costs from Customs value;
   * The Office of Regulations and Rulings.
   * Committee administration; and
   * Agenda items for the next meeting.
