Obama fills Commerce, ICE posts    President Barack Obama plans to nominate former Washington Gov. Gary Locke to be Commerce Secretary, according to multiple news accounts.
   He also will name John Morton to head the Immigration and Customs Enforcement agency, the Department of Homeland Security said.
   Morton is a career Justice Department official who is acting deputy assistant attorney general of the criminal division.
   ICE is responsible for detaining and removing illegal immigrants and investigating criminal networks involved in violating immigration and customs laws.
   DHS Secretary Janet Napolitano also named Esther Olavarria as deputy assistant secretary for policy. Olavarria most recently was director of immigration policy at the Center for American Progress.
