Hoffa calls for State Department to investigate El Salvador murder    James P. Hoffa, general president of the International Brotherhood of Teamsters, has urged the U.S. State Department to investigate the murder of Jose Gilberto Soto, 49, a Teamster representative killed Nov. 5 while visiting Usulutan, El Salvador.
   Soto, based in the port of New York and New Jersey, organized port drivers for the Teamsters. He was in El Salvador to meet Central American trade union leaders.
   'It is our understanding that there was no robbery' Soto was shot in the back. To date, the police have done little to apprehend what appears to be a death squad that killed our representative,' Hoffa said in a statement.
   'I have sent a letter to Secretary of State Colin Powell asking for the government's assistance in urging officials in El Salvador to conduct a thorough investigation and manhunt to capture these killers,' the Teamsters president said.
