Monk promoted to assistant director for economic programs at Census    The U.S. Commerce Department has promoted C. Harvey Monk Jr. to assistant director for economic programs at the Census Bureau, effective Oct. 30.
   Monk served as chief of the bureau’s Foreign Trade Division, based in Suitland, Md.
   In his new position, Monk will oversee eight Census divisions, including the Foreign Trade Division. The other divisions are Company Statistics, Economic Planning and Coordination, Economic Statistical Methods and Programs, Manufacturing and Construction, Governments, Center for Economic Studies, and Service Sector Statistics.
   Monk joined Census in 1971. During the first two years, he worked at the agency’s National Processing Center in Jeffersonville, Ind. In 1973, he relocated to the bureau’s headquarters in Washington to work with the Commodity Classifications Branch. He was promoted to assistant chief for economic census processing and the bureau’s Business Register.
   In 1993, Monk became head of the Foreign Trade Division. He directed the activities of the bureau’s foreign trade statistics programs. These programs provide the official monthly statistics on imports, exports and balance of trade for all types of merchandise and commodities.
   During his tenure at the Foreign Trade Division, Monk oversaw efforts to develop and implement the Automated Export System (AES) and the division’s outreach education program designed to improve compliance with export regulations.
   “These efforts resulted in more timely and accurate data, as well as significant cost savings,” said Thomas L. Mesenbourg, associate director for economic programs at Census, in a memo to the bureau’s staff.
   Monk’s replacement at the Foreign Trade Division will be William G. Bostic Jr., a 29-year Census veteran who headed the bureau’s Manufacturing and Construction Division.
