New fee for shipments to and from Shenzhen ports    Shipping lines have warned shippers that the Shenzhen Transport Bureau will start levying a “port construction fee” today for all shipments moving in and out of the Shenzhen ports in South China.
   The fee, which will affect shipments at Yantian and Shekou, is set at RMB80 ($9.67) per 20-foot container and RMB120 ($14.50) per 40-foot or longer container. Port operators will collect the fees on behalf of the Shenzhen Transport Bureau.
   However, the method of collection is under discussion and it remains to be decided whether the fee will be collected by the terminal operators directly or by the shipping lines appointed by the terminal operators, according to APL.
