HK liner association moots low sulfur program    The Hong Kong Liner Shipping Association said Friday it has proposed a voluntary program aimed at encouraging shipping lines docking at the Port of Hong Kong to switch to low-sulfur diesel fuel.
   The program, dubbed the Fair Winds Charter, would run from Jan. 1, 2011 through Dec. 31, 2012.
   'The objective of the charter is to promote better air quality in Hong Kong,' HKLSA said in a statement. 'With the voluntary efforts to be made by participating lines, HKLSA urges the Hong Kong SAR government to expedite the discussion with the Guangdong Government to introduce regulations, consistent with international standards, on ship emissions in both Hong Kong and the Pearl River Delta by Dec. 31, 2012. HKLSA believes this will offer a more effective approach towards better air quality in Hong Kong and the PRD, ensure a level playing field for the industry, and enhance the competitiveness of Hong Kong and PRD ports.'
   A similar program has been in effect for years in the ports of Los Angeles and Long Beach, with reductions on port fees offered by the ports as an incentive to participate.
