DHS appoints transborder deputy

   Ellen McClain has been appointed deputy assistant secretary for transborder policy at the Department of Homeland Security, officials announced Tuesday.
   She previously was acting chief of staff in the Office of Policy Development.
   McClain brings to her new post years of experience dealing with trade issues as a customs lawyer in the Office of Chief Counsel at U.S. Customs as well as deputy assistant general counsel for enforcement at the Treasury Department.
   For the past year, she has been a regular at meetings of the Commercial Operations Advisory Committee, which provides industry feedback on regulatory policy to DHS and Treasury.
   McClain reports to David Heyman, assistant secretary for policy.
