The bill extends permanent normal trade relations status to Vietnam and continues several trade preference programs — the Andean Trade Promotion and Drug Eradication Act, the African Growth and Opportunity Act, and the Generalized System of Preferences — aimed at spurring growth in the developing world.
The law also doubles to 30 days the amount of time the president must wait to implement the 2007 U.S. schedule changes to the Harmonized System of Tariffs.
