Trucking chief will address privatization concerns

Trucking chief will address privatization concerns    American Trucking Associations Chairman Patrick Quinn will speak about the rush to embrace privatization of highways at a luncheon meeting of the Transportation Research Forum of New York City on Friday.
   He will outline some of the pitfalls of using public-private partnerships, including increased costs and tolls and the restraint of other highway projects.
   Quinn is president and co-chairman of U.S. Xpress Enterprises of Chattanooga, Tenn., the fifth-largest publicly owned truckload carrier in the nation. He is also a member of the National Surface Transportation Policy and Revenue Study Commission, a panel appointed by Congressional leaders and President Bush to recommend long-term plans to fund transportation infrastructure.
   The meeting is to be held at Giovanni's Atrium restaurant in lower Manhattan.
