ITC: Chinese pipe clouts U.S. makers

ITC: Chinese pipe clouts U.S. makers The U.S. International Trade Commission determined Thursday that imports of stainless steel pressure pipe from China unfairly harms domestic manufacturers.
   The Commerce Department previously determined that these imports are subsidized and sold in the United States at less than fair value. As a result of the ITC's affirmative determinations, the Commerce Department will issue countervailing and antidumping duty orders on imports of the this product from China.
   U.S. Harmonized Tariff Schedule numbers covering this product include 7306.40.5005, 7306.40.5040, 7306.40.5062, 7306.40.5064, and 7306.40.5085. They may also be imported under statistical reporting numbers 7306.40.1010, 7306.40.1015, 7306.40.5042, 7306.40.5044, 7306.40.5080, and 7306.40.5090. Specifically excluded are welded stainless mechanical tubing; boiler, heat exchanger, superheater, refining furnace, feedwater heater, and condenser tubing; and other specialized tubing.
   Bristol Metals, Felker Bros., Marcegaglia USA, Outokumpu Stainless Pipe, and the U.S. Steel Workers union requested the investigation, which the ITC commenced on Jan. 30, 2008.
