Mineta announced the creation of the commission Tuesday as part of a federal effort to target resources to key infrastructure projects that can reduce gridlock on highways and transit systems.
Kendall has been deputy assistant secretary for management and budget since April 2005 and prior to that the department’s White House liaison.
The commission is scheduled to issue a report with recommended infrastructure projects and financing schemes to Congress by July 2007.
