BUSH MAKES FAA APPOINTMENTS

BUSH MAKES FAA APPOINTMENTS    President Bush has appointed Douglas Lavin as assistant administrator of the Office of International Aviation, and Sharon Pinkerton as assistant administrator of the Office of Aviation Policy, Planning and Environment within the Federal Aviation Administration.
   Lavin is the first person to head the new Office of International Aviation. He will be responsible for coordinating all of the FAA's international efforts, particularly standardizing and harmonizing safety and air traffic control procedures, creating an aviation safety network among developing countries and strengthening ties with other civil aviation authorities.
   He was a vice president at American Express. During the first Bush administration he served as acting assistant secretary for export enforcement in the Commerce Department.
   Pinkerton will lead the agency's strategic policy and planning efforts and will coordinate the agency's reauthorization before Congress.
   She formerly served as staff director and counsel to the House Government Reform Subcommittee, and participated in drafting and negotiating the Aviation and Transportation Security Act, the Air System Stabilization Act and the General Aviation Reparations Act
