STONIER TRANSPORTATION OFFERS GUARANTEED DELIVERY PROGRAM    Stonier Transportation Group, a provider of transportation management and freight forwarding, will launch a guaranteed shipment delivery program on April 1, which guarantees shippers a 95-percent-or-greater on-time delivery performance.
   The program is offered to current and new Stonier customers and works in quarterly cycles. Shippers must have 100 more shipments for the quarter to qualify and the measurement applies to collective on-time record for the quarter for all customer shipments, or tendered truckloads.
   If collective on-time performance falls below 95 percent for he ending quarter, the shipper's rates are reduced by 5 percent for the next quarter. When service returns to 95 percent or greater for the quarter, the rates return to normal.
   'No contract is required for customers to take advantage of this new service,' said Thomas W. Piatak, president and chief operating officer. 'They just need to submit a simple application letter to execute the program.'
