UNITED CARGO CUTS FUEL SURCHARGE, ADJUSTS OTHER RATES    United Airlines Cargo will suspend its fuel surcharge for cargo shipped with the carrier on Jan. 7 to most countries.
   At the same time, United Cargo’s handling surcharge will increase for cargo shipped after Jan. 7 from 10 cents per kilo to 15 cents per kilo.
   “Recent reductions in jet-fuel prices have allowed us to pass this abatement in costs along to our valued customers,” said Roger Gibson, vice president of United Cargo, based in Chicago.
   “However, our freight yields are still not compensatory with recently incurred costs,” Gibson said. “United will investigate all options to offset this shortfall.”
   Additional adjustments include:
   * An increase in the domestic freight processing fee from 3 cents per pound to 6 cents per pound with a minimum $6 per air waybill charge.
   * Elimination of the flat-rated processing fee for both domestic and international shipper-built containers of perishables and time-sensitive newsprint.
   * A $4 small-package dispatch (SPD) minimum on the freight-processing fee.
