EU PROPOSES ONE-YEAR DELAY ON "HUSHKIT" BAN

   European Union governments have proposed postponing by one year a ban of older aircraft outfitted with noise-muffling "hushkits."
   The EU was prepared to approve the ban at a Thursday meeting in
Luxembourg, despite strong opposition from U.S. officials.
   The ban vote would have included a pledge to work to amend the ban after
further talks with the U.S. Instead, EU members decided Wednesday to move the implementation to one year from the originally planned date of April 1.
The European Parliment will have to agree to the amended version of the
legislation, along with a positive vote today.
   U.S. officials have argued that the ban discriminates against U.S.
companies — particularly jets built by Boeing Co.
