China to levy port security charges    China will impose a port facilities security charge on international import and export cargo at all of its mainland ports effective June 1, according to U.K.-based marine services provider Inchcape Shipping Services.
   Inchcape said that a circular, jointly issued by the Chinese Ministry of Communications and the National Development and Reform Commission, said that RMB 20 ($2.49) will be charged for every laden TEU and RMB 30 ($3.74) for every laden FEU. Empty containers will not be charged. Non-containerized cargo will be subject to a RMB 0.50 (6 cents) per ton charge.
   Imported chemical fertilizers and other goods specified as exempt from port charges will not be liable for the security charge, Inchcape said.
