Hamberger named to Mineta institute board    The Mineta Transportation Institute, a policy institute created by Congress in 1991 and named after former U.S. Transportation Secretary and California congressman Norman Mineta, has selected seven new trustees.
   Mortimer Downey was tapped as chairman and Steve Heminger as vice chairman. Downey is a senior advisor at Parsons Brinkcerhoff Inc., in Washington. He served as deputy secretary of transportation from 1993 to 2001 and also headed transportation issues for President Barack Obama's transition team. He also was recently added to the board of the Washington Area Metropolitan Transit Authority, which operates the District's troubled transit system.
   Heminger is executive director of the Metropolitan Transportation Commission in Oakland. He served on the National Surface Transportation Policy and Revenue Study Commission, which issued a report early last year on reforming federal transportation programs.
   Other new board members are:
   ' Edward R. Hamberger, president of the American Association of Railroads.
   ' Thomas Barron, president of Parsons Transportation Group, an engineering firm.
   ' Ignacio Barron de Angoiti, director of the Passenger and High Speed Department for International Union of Railways, in Paris.
   ' Rose Guilbault, executive vice president of the American Automobile Association.
   ' Cindy McKim, acting director of the California Department of Transportation.
   The MTI, located within San Jose State University in California, is funded by Congress through the Department of Transportation, the state of California and by public and private grants. It is a DOT 'Center of Excellence.'
   Board members represent all major surface transportation modes, other members of the transportation community and members of Congress.
