CSX RAILROAD SHIFTS COMMAND, CONWAY RESIGNS    CSX Corp. said on Tuesday that Ronald J. Conway, president of rail subsidiary CSX Transportation, has resigned to pursue other interests, the company said.
   John W. Snow, chairman, president and chief executive, would assume management of CSXT.
   Snow said Conway, who came to CSX Corp. from Conrail in 1998 and was named president of CSXT in 1999, “will be staying with us as a consultant.”
   In other senior management changes, Paul Goodwin, CSX Corp.’s executive vice president and chief financial officer, has been named vice chairman, and will supervise all financial functions.
   P. Michael Giftos, senior vice president and general counsel of CSXT, becomes executive vice president and chief commercial officer. Giftos will take charge of the railroad’s merchandise, coal and auto marketing and sales efforts.
   Michael J. Ward CSXT executive vice president, will now be responsible for operations and rail network performance. He led the rail carrier’s coal operations and managed the company’s two-year effort to integrate former Conrail operations into the CSX system.
   The move comes shortly after the release of a report that sharply criticized CSX for failing to maintain its tracks.
