Caltrans warns of upcoming highways delays around state capitol A two-year project to upgrade a section of California's major north-south highway around Sacramento will result in lengthy delays and closures warned the California Department of Transportation on Thursday.
   The project, which is set to start construction in April or May, will upgrade a 1.5-mile length of Interstate 5 around the capitol. State officials describe the $55 million project as one of the most extensive highway projects around Sacramento in decades.
   Caltrans is warning that the project will involve numerous and lengthy lane and ramp closures on the stretch that routinely sees traffic volumes near 200,000 vehicles per day.
   The agency is offering $3 million construction bonuses to contractors that complete their work ahead of schedule and $3 million fines for those that fall behind.
