DOT FINALIZES DELTA, CONTINENTAL FOR U.S./ARGENTINA SERVICES    The U.S. Department of Transportation has given final approval to Continental Airlines and Delta Air Lines to establish new U.S./Argentina air services.
   The order finalizes a tentative decision handed down Dec. 19, granting both carriers seven weekly flights, with Delta serving Buenos Aires from Atlanta and Continental from Newark, N.J. Delta has authority to begin its new flights on April 1, and Continental on Dec. 1.
   The two airlines will join American and United in the market. American operates twice daily between Miami and Buenos Aires and once daily between New York and Buenos Aires. United operates a daily nonstop service to Buenos Aires from Miami, New York and Chicago.
