Port of L.A. approves $21 million in emissions control projects    The Los Angeles Board of Harbor Commissioners this week approved spending $3.12 million over the next year on 16 customer projects aimed at reducing air emissions, the port said Thursday.
   The projects are estimated to reduce nitrogen oxide emissions by more than 1,000 tons, and particulate matter by nearly 30 tons.
   Funding for the projects comes from the port’s air quality mitigation incentive program, created as part of a lawsuit settlement in 2003. The total amount of air quality measures that will be funded over five years is $21 million. A balance of $14 million remains in the fund, the port said.
   The 16 funded projects include: repowering tug boat engines, retrofitting engines on rubber tire gantry cranes, installation diesel oxidation, and installation of emissions traps on yard equipment.
