Foster began his career in the steel industry at J&L Steel. He later joined CF&I Steel where he had a variety of assignments in marketing, production planning and during the last four years at the company, he was general manager of the bar, rod, wire and rail mill. In 1990, he moved over to Ferrostaal, managing the rod and wire division.
The association, which advocates free trade, also elected Eric Hansen, vice president of Cooper T. Smith Stevedoring Corp., to vice chairman.
