San Diego port commissioner gets third term The San Diego City Council, waiving a two four-year term limit, has appointed sitting San Diego Port Commissioner Stephen Cushman to a third term.
   First appointed in 1999, Cushman, 66, has long been known as a deal maker in the commission's dealings, and had the support of numerous local labor and business entities.
   During the March 6 council meeting, the eight-member council deadlocked on waiving the limits and appointing a different candidate. A second round of votes saw Councilwoman Toni Atkins change her vote on both issues, giving Cushman the nod.
   Three members of the commission are appointed by the San Diego City Council, with one appointment each coming from the cities of National City, Chula Vista, Coronado and Imperial Beach.
   The San Diego Port Commission oversees the administration of the port, the San Diego Bay tidelands areas and oceanfront property along Imperial Beach.
