Canada fines bulker for oil spill A British Columbia court has fined the Hong Kong owner of a bulk vessel Canadian $80,000 ($80,834) for discharging 7,500 liters of oil into Vancouver harbor, according to Transport Canada.
   The incident occurred in July 2006 when the Motor Vessel Andre was taking on bunker fuel at the Port of Vancouver. The vessel, also registered in Hong Kong, is owned by FFS HK Ltd.
   All but $5,000 of the penalty will go toward research, conservation and protection of migratory bird habitat in the region.
   “These types of pollution prosecutions demonstrate to the international marine community that the costs of polluting Canadian waters are significant and we are serious about making our oceans and waterways cleaner,” said Transport Minister Lawrence Cannon in a statement. “This court decision sends a message to polluters that they have to clean up their act.
