NYC seeks solution for JFK road congestion    New York City officials have formed a public-private task force to find ways to improve road access to John F. Kennedy International Airport for passengers and air freight shipments.
   Dan Doctoroff, deputy mayor for economic development and rebuilding, said earlier this month that he and Ken Ringler, executive director of the Port Authority of New York and New Jersey, would co-chair the task force. The port authority is responsible for managing JFK and two other major airports in the area.
   The task force will include top officials from cargo and passenger service providers, non-profit organizations, and city and state agencies.
   It will study how to increase highway capacity in the short and long term, and identify options for funding recommended infrastructure projects.
   “We know that Kennedy is in danger of losing its global status as a freight center, unless we can significantly improve the process, time and reliability of moving goods off the airport, through and around the metropolitan area,” Doctoroff said, according to excerpts from his speech.
