Census proposes rough diamond certificate number to be filed in AES    The U.S. Census Bureau proposes to include the requirement for reporting the Kimberly Process Certificate number for all exports and re-exports of rough diamonds filed through the federal government’s Automated Export System.
   The Kimberly Process Certificate was instituted by the Clean Diamond Trade Act to help control the traffic of rough diamonds, which some countries in West Africa, for example, have allegedly used to fund civil wars.
   Under the act, Census is required to validate the certificates for exports of rough diamonds. The certificate is a “forgery-resistant” document of a participant country or entity. Each certificate is assigned an identification number called the KPC number.
   Shipments of rough diamonds from the United States must also meet additional Treasury Department requirements through the Office of Foreign Asset Control’s Rough Diamonds Control Regulations.
