Leung is currently the director of food and environmental hygiene, and he will begin his new role Feb. 3.
As commissioner, Leung will direct constituency-building activities across the U.S. as well as the Hong Kong government’s efforts in improving Hong Kong-U.S. economic, trade and cultural ties, the government said.
Leung, who joined the government in the late 1980s, has served in a number of government positions.
