FMC READIES FOR BLUST’s ARRIVAL

FMC READIES FOR BLUSTÆS ARRIVAL    The U.S. Federal Maritime Commission is making preparations for the arrival of its new chairman, Steven R. Blust, who was confirmed for the position by the Senate on Aug. 1.
   “I’m looking forward to having Mr. Blust join the commission,” said outgoing FMC Chairman Harold J. Creel Jr. “His experience and expertise as a leader in the maritime industry will serve the FMC well.”
   Blust is expected to be sworn into office by the Bush administration soon.
   Prior to joining the FMC, Blust was president and chief executive officer of Tampa Bay International Terminals in Tampa, Fla. From 1987 to 1996, he held senior management positions with Lykes Bros. Steamship Co., and from 1985 to 1987, Blust worked for the Jacksonville Port Authority in Florida.
   As FMC commissioner and chairman, Blust fills the position of former Commissioner Antony M. Merck, who resigned from the agency in December. Blust’s term will run through June 30, 2006.
   The FMC chairman essentially serves as the agency’s chief executive and administrative officer. The chairman also has authority over personnel matters, organization and supervision, business delegation and use of funds for administrative purposes.
   Creel said he will finish out his term as commissioner, ending June 30, 2004. Commissioner Joseph Brennan’s term does not expire until June 30, 2003. Delmond J.H. Won’s term expired on June 30, but he has exercised his option to stay on until his position is filled.
   'The Senate Commerce, Science and Transportation Committee is expected to report favorably on Rebecca Dye’s nomination to FMC commission after Labor Day. She would replace John A. Moran, who resigned from the agency in mid-April after three years as commissioner.
