India seeks to reduce dwell time at ports    A government panel from India's infrastructure ministry has set ambitious guidelines to reduce dwell time for cargo vessels in Indian ports from 3.5 to 5.5 days to about 0.9-1.3 days by 2010, the Economic Times of India reported Monday.
   The panel said that imminent implementation of vessel traffic management systems and 24-hour operations would help vessel be unloaded and loaded more quickly. The panel also said that port labor would have to become more efficient and skilled, but that increased labor efficiency would come at the cost of higher wages.
   The government is also endeavoring to build six-lane approach roads to all state-run ports by the end of 2008.
