ITC: Cheap imports of lined paper harm U.S. producers    The U.S. International Trade Commission has ruled that U.S. producers of lined school paper, both loose leaf and spiral bound, are harmed by imports from India and Indonesia.
   Earlier, the Commerce Department determined that imports of this product are subsidized and shipments from China, India and Indonesia are sold in the United States at less than fair value.
   As a result of the ITC’s ruling, the Commerce Department will issue countervailing duty orders on imports of these products from India and Indonesia and antidumping duty orders on the same imports from China, India and Indonesia.
   The ITC began its investigation on Sept. 19, 2005, based on a petition filed by MeadWestvaco Corp., Dayton, Ohio; Norcom, Norcross, Ga.; and Top Flight, Chattanooga, Tenn. (collectively through the Association of American School Paper Suppliers).
