Seattle port expects TWIC congestion The Port of Seattle said Wednesday that drivers may encounter congestion near the port at the beginning of March as the federal Transportation Worker Identification Credentials program is enforced.
   'Seattle drivers may encounter traffic backups on arterial streets near entries to several waterfront terminals' on March 2 and 3, the port said in a release.
   Seattle Department of Transportation traffic managers said they anticipate the terminals with the greatest potential for traffic impacts are terminals 5, 18 and 46.
   Starting Feb. 28, the Coast Guard will begin enforcing federal requirements for new identification credentials for all truck drivers and other workers entering secured port areas.
   'While the TWIC card requirement has been widely publicized, it is difficult to estimate how many drivers might arrive on Monday without the card,' the port said in a statement.
