ITC: U.S.-Chile FTA origin rules change to have negligible impact

The U.S. International Trade Commission concluded that proposed modifications to the U.S.-Chile Free Trade Agreement’s rules of origin involving certain yarn-based fabrics will have minimal effect on U.S. industry and trade.    The U.S. International Trade Commission (ITC) concluded that proposed modifications to the U.S.-Chile Free Trade Agreement’s rules of origin involving certain yarn-based fabrics will have minimal effect on U.S. industry and trade.
   The nonpartisan, factfinding agency recently completed its analysis on behalf of the Office of the U.S. Trade Representative.
   In specific, the proposed modification for certain woven fabrics of artificial filament yarns would liberalize the U.S.-Chile FTA’s current rules of origin by allowing the use of more non-originating rayon filament yarns.
   Since U.S. imports from Chile are a small portion of total U.S imports of dyed and yarn-dyed woven fabrics, the ITC said the likely effect on total U.S. imports of these products is negligible. In addition, because the U.S. did not export any of these goods to Chile in 2015, the ITC said “the likely effect of the proposed modification on total U.S. exports would be negligible.”
